Discussion on Patient-Requested Restrictions in ONC HTI-1 Proposed Rule

Zain Kazmi, MBA, Chief Digital & Analytics Officer, Health Affairs, U. of Texas System, and DuWayne Willett, MD, CMIO, U. of Texas Southwestern Medical Center, moderated a Clinical Informatics & CIO Pop-Up Dialogue on the Office of the Nation Coordinator for Health IT’s (ONC’s) proposed rule around certification program updates, algorithm transparency, and information sharing (HTI-1). The Dialogue focused on patient-requested restrictions, which aim to mitigate risks from unintended disclosure of sensitive data. However, there are concerns about how to protect data privacy, what constitutes sensitive data, and whether EHR tools are advanced enough to protect certain pieces of data. Furthermore, the proposed rule presents technical challenges, such as handling myriad patient requests and restrictions. The Dialogue solicited feedback on multiple patient-requested data restriction proposals and offered constraining requirements.
