Zoe Barber serves as Special Assistant to the Principal Deputy National Coordinator at the Office of the National Coordinator for Health Information Technology (ONC) in the U.S Department of Health and Human Services (HHS). Ms. Barber leads ONC’s work related to the Trusted Exchange Framework and Common Agreement (TEFCA), as directed by the 21st Century Cures Act.

Previously, Ms. Barber worked on a variety of projects for ONC in areas such as policy, standards and technology, and grant programs. Most notably, she led ONC’s Advance Interoperable Health Information Exchange (HIE) Program and the Health Information Exchange ADT Supplemental Program (HIE-ADT). Among her outputs were reports to support the HIE programs, including reports on long-term and post-acute care and consumer engagement in HIEs, provider directories, and standards based exchange.

Prior to joining ONC, Ms. Barber worked at the George Washington University Milken Institute School of Public Health and Health Services in the Department of Health Policy on Community Health Policy, Medicaid, and State HIE. Her primary focus areas include Medicaid, interoperability, health information exchange, and long term and post-acute care.

Ms. Barber holds a Master’s Degree in Public Health from the George Washington University and a Bachelor’s Degree from Lehigh University.
